Open, non-anonymous competition with references. The competition language is German.
Competition task:
A synthesis of architecture, landscape planning and art is being sought for the extensive building complex. There are 3 locations to choose from for art in architecture. Each applicant/applicant group can only apply for one location.
Location 1: Outdoor area in front of the gate guard
The main access to the prison is via the gate guard. In addition to the driveway and parking spaces, there is space for an artistic design.
Location 2: Magistrale – Visitor access section
This main route leads visitors/visitors/family members to the visitor rooms. The main hall has a total length of approx. 40 m, lies below the edge of the terrain and has no windows. The walls are made of reinforced concrete, partly in exposed concrete, partly with a colored glaze. Exposed screed is used as the floor covering. The ceilings are designed as suspended ceilings.
Location 3: Magistrale – Prisoner access to the workshops section
The main corridor from the detention buildings to the workshops stretches over a total length of approx. 290 meters. The windows are barred and fitted with opaque glazing. The walls are made of reinforced concrete, partly in exposed concrete, partly with a colored glaze. Exposed screed is used as the floor covering. The ceilings are designed as suspended ceilings.
Security requirements in the prison system:
Art on the building
– must not create any climbing aids,
– must not offer any hiding places for people or objects,
– must not be suitable as a weapon or be capable of being modified as such,
– must not obstruct video surveillance in the outdoor facilities
– must be permanently installed.
Financial resources:
The following financial resources including fees, incidental costs and VAT are available for the realization of the artistic design:
Location 1 Outdoor area in front of the gate guard 160.000,- € gross
Location 2 Magistrale – visitor access section 40.000,- € gross
Location 3 Magistrale – section access workshops 160.000,- € gross
Each participant selected for the art competition who submits a competition design that meets the competition requirements will receive a processing fee of € 2000 gross.
Eligibility to participate:
Professional artists/artist groups who work on a freelance basis.
Young artists/artist groups are also invited to apply.
Application:
The application process is open and not anonymous. Artist groups count as one applicant. Each applicant can only apply for one location. Multiple applications or participation will result in exclusion.

Selection procedure:
The selection committee, consisting of members of the art commission of the Landesbetriebes Vermögen und Bau Baden-Württemberg, will select a limited number of 5 artists/artist groups per location from the applications for participation in the art competition. The selection committee reserves the right to reduce or increase the number of participants if necessary and/or to invite additional artists to the applications received. The decision of the committee cannot be contested. The selection will take place in October 2024. All participants will be informed of the result of the selection by e-mail. However, the names of the selected participants cannot be published during the ongoing process.

– Quality of the submitted works / projects / designs / ideas

March 2025 Dispatch of the tender documents
April 2025 Colloquium with project presentation in Rottweil and inspection of the construction site
September 2025 Presentation of the designs and decision of the art competition in Stuttgart
Nov. 2025 – March 2026 Realization of the artwork, depending on the design
